DRY TORTUGAS NATIONAL PARK is seventy miles west of Key West — a small constellation of seven coral islands with one massive nineteenth-century brick fortress dropped on the largest of them. Fort Jefferson is the largest masonry structure in the Americas, was never finished, never saw battle, and now serves mostly as a windbreak for the snorkelers. The reef does the rest of the work.
